Fraser says get US forces out of northern Australia and close Pine Gap

Fraser says get US forces out of northern Australia and close Pine Gap
Michelle Grattan, University of Canberra

Former prime minister Malcolm Fraser has made a radical call for Australia to break its alliance with the United States and become a “strategically independent” country.
In his new book Dangerous Allies, released today, Fraser warns that the ANZUS treaty – as now interpreted - might be the biggest threat to Australia’s security, rather than its major protector.
Strategic independence would mean ending the US presence in northern Australia, part of the American “pivot” to the Asia-Pacific region, and closing the Pine Gap facility, which he says nowadays could be used almost in real time to target weapons systems.
Such a stance would necessitate Australia spending much more on defence but it would not be caught up in any future conflict between the US and China. “If a war between China and the United States were to occur with a continuation of current policies, it would be very hard, if not impossible, for Australia not to be involved.”

Fraser was a strong advocate of the alliance when he was prime minister between 1975 and 1983, but argues that the end of the Cold War has transformed the international situation and also that American values have changed with the growth of its view of “American exceptionalism”.
Fraser’s bottom line is that if conflicts break out Australia should be in a situation where it has a totally open choice about whether it goes to war.
He believes the alliance took Australia into costly wars, including Vietnam (when the US did not share some vital information with Australia), and especially Iraq, where the result “is, and was always going to be, disastrous”.

He rejects the option that Australia should simply tell the US it would no longer automatically follow it into future conflicts because “we are too closely ‘intertwined with US strategies and plans. Australian facilities are too heavily involved”.
Fraser admits the US would take “the strongest possible exception” to moves such as closing Pine Gap within five years.

“Every pressure would be exercised on an Australian government so that the United States would maintain strategic control. We would need to resist such pressures and make it clear that, in our view, the risks of a strategic alliance with the United States, of being forced into a war that was not in our interest, were so great that we had to cut the ties.”
Writing a forward to the book former Labor foreign minister Gareth Evans says some of Fraser’s judgements, such as that Australia should have been a much more independent and less subservient alliance partner in recent years, were unarguable.

“Others – in particular, his conclusion that we should now go it completely alone – are much more problematic.”
Fraser traces Australia’s stance of “strategic dependence” from the country’s earliest days – first, dependence on Great Britain, and then on the US, of which it is now “strategic captive”.
“I discount direct threats to Australia as a result of strategic independence,” he writes. “It is strategic dependence that provides the greatest problem to our future in the region.

“Indeed, the current interpretation of ANZUS by Australian leaders is paradoxical – it might be the biggest threat to our own security despite it being presented as the guarantor of our security.”
Fraser does not see China as a source of future danger unless it is provoked unreasonably. “Such provocation could come from the United States, from Japan or, much less likely, from a flare-up in the South China Sea. It would be a major advantage not to be tied to the United States in such circumstances,” he writes.

“An independent Australia could act much more effectively in concert with other Western Pacific countries, on the one hand to avoid flashpoints and points of danger, and on the other to promote initiatives that would do much to maintain continuing peace throughout the region.
“Yet, as part of the American network, we would not be able to take such action. We would merely be regarded as a surrogate voice of America and therefore wield no true influence.”
He says that a strategically independent Australia would still share a great deal with the US. “Strategic independence does not mean ending our relationship with America and cutting out ties. It does mean having a different relationship, a more equal one in which we can feel free to say no or offer a differing opinion.”

The Great Charter ... known by its Latin name "Magna Carta".

FACTS ABOUT THE MAGNA CARTA

Pictured is a 13th century copy of the Magna Carta manuscript.

The Magna Carta is an 800-year-old document with the core principal contained therein that no-one is above the law.   Today is is used as  the foundation of many legal documents and is still the subject of great conflict regarding it.

The word "Magna Carta" just
means 'Great Charter' in Latin. The entire document is in written in Latin text.

The Magna Carta document was first drawn up in 1215.  It was granted by King John on the 15th day of June 1215 at Runnymede.   Runnymede is located near the River Thames in Surrey.

The reason for  Magna Carta's existence and why it was written and granted was because it was originally
meant as a peace treaty between King John and his barons, with whom he was at war. King John never 'signed' Magna Carta
instead John used his Great Seal to authenticate the document. [Back in the Middle Ages kings never signed their name on documents to pass them into law].

The original Magna Carta had 63 clauses. Today, only three of the original 63 clauses remain on the statute books.

... Of these three surviving clauses remaining one stands to defend the liberties and rights of the English Church, the second confirms the liberties and customs of London and other towns, and lastly a third, which gives all English subjects the right to justice and a fair trial.

For some more really solid research into the Magna Carta go to this website for masses of information relating to its base in law in our modern day Law systems.

Runaway taxation, argued many American colonists, was the signature of tyrannical government.  The Barons who revolted against King John couldn’t have agreed more.  And where there is a danger of a king turning tyrant, the Barons proposed that there is a need for a strong system of checks and balances.  Chapter 61 of Magna Carta created a council of review that was empowered to monitor the King’s government and to take (legal!) military action against the king when his actions defied the limits imposed by the charter.  The king is not above the law.
None shall be imprisoned nor put out of his Freehold, nor of his Franchises nor free Custom.... this does not fit with what has happened to the first people of this nation today or anytime in the colonial past.

Welcome to the Jungle as Guns n Roses said.... welcome to the world of legal jargon and mad Latin phrases that curl your toes.  I dare say it was a  huge learning experience for Brice to go over all this in detail.   The Mortgage. or Death Contract as it could be better translated to

BATMANS TREATY 6th June 1835

John Batman's Treaty was a deal done with gentleman in a gentlemanly manner. This is clearly the point where the English over stepped their mark and it is a clear case of corrupt law brought down upon the people of this land.
I would seek that the Court of Australia now seek to recognise John Batman's Treaty and compensate the people for the loss of their culture and of their ancestors in such a corrupt and unjust manner. The crown should be made accountable for this.

On 6 June 1835 John Batman met with eight elders of the Wurundjeri people including Bebejan and Billibellary, the traditional owners of the lands around the Yarra River.

The meeting took place on the bank of a small stream, likely to be the Merri Creek and treaty documents were signed along with exchanges of goods by both sides.  For a purchase price including tomahawks, knives, scissors, flannel jackets, red shirts and a yearly tribute of similar items, Batman obtained about 200,000 hectares (2,000 square km) around the Yarra River and Corio Bay.

The total value of the goods has been estimated at about GBP100 in the value of the day. In return the Woiwurrung offered woven baskets of examples of their weaponry and two Possum-skin cloaks, a highly treasured item.

After the treaty signing, a celebration took place with the Parramatta aborigines with Batman's party dancing a corroboree.

The Treaty

The treaty was significant as it was the first and only documented time when European settlers negotiated their presence and occupation of aboriginal lands.

The Theft

The Treaty was immediately repudiated by the colonial government in Sydney.

The 1835 proclamation by Governor Richard Bourke implemented the doctrine of "terra nullius" upon which British settlement was based, reinforcing the concept that there was no land owner prior to British possession and that Aboriginal people could not sell or assign the land, and individuals could only acquire it through distribution by the Crown.

YOTHU YINDI's lead singer passes from this world!

Yesterday on my birthday the lead singer of Yothu Yindi passed on to the spirit world from here. I was in a state of shock from this and it made me very reflective.  He was 56 years old.

I realize he has gone onto a better place.  In that place he can effect the changes with the great spirits already gone there before us all.

I am saddened he went so soon.  I loved him from afar.  Such a powerful and beautiful man who suffered with Kidney disease. This was caused from Diabetes.
"IN KEEPING IN TRADITION I HAVE NOT NAMED HIM OR SHOWN HIS PICTURES NOW HE IS IN THE SPIRIT WORLD."

Fire was his clans symbol and fire was his life force.  I understand how this man thought!  He always thought in terms of balance and fairness and he always attempted to achieve a balance with everything.
