YPR ....  who is this group pretending they are good guys helping Indigenous people in Australia.  This is a complete disillusion for these people.  The first peoples of this country who retain their culture are sickened by Government assuming all types of things should be put behind them and that they should forget their culture and move on.  This education is flawed by many factors and the most important of these is the lack of understanding about protecting country.

 Information provided throughout this PowerPoint presentation outline the Y.P.R (2015-2025) plan for the development of critical Eastern Australian freight rail and port-based transport infrastructure. The Plan clearly demonstrates its capacity to coordinate and deliver the essential objectives to comprehensively upgrade and expand NSW freight transport infrastructure in-line with national transport infrastructure priorities. Y.P.R (Aust) Pty Ltd is currently negotiating a cooperative formal agreement with the NSW and Commonwealth Governments for this purpose.
 Australia’s transport and logistics industry generates approximately $201 billion a year in revenue, accounting for 15% of GDP, and is linked to every household and traditional industry in our economy. The industry is expected to undergo significant growth in the coming decades with our freight task predicted to double by 2025 and triple by 2050 off the back of a doubling between 1990 and 2010. Transport with a capital “T” must lead Australia’s infrastructure agenda.

 Transport infrastructure is of great significance and importance to Australia's future and impacts on the nation's competitiveness and productivity. With the population set to exceed 35 million by 2050 and freight predicted to double by 2030, getting transport infrastructure right is vital. The economic, social and environmental consequences of congested and capacity-constrained supply chains are well documented.
 Pressure on Sydney's transport systems is immense. Supporting the daily movement of over 900,000 commuters as well as the movement of nearly 400 million tonnes of freight annually, key sections of Sydney’s shared metro road and rail network is either nearing or has already exceeded operational capacity. Capacity problems on the existing metropolitan network are compounded further by an annual arrival of some thirty eight (38) million visitors entering Sydney via Kingsford Smith Airport.

The city of Sydney is not an isolated case. Inadequate planning for future capacity demands on all metropolitan networks across all Eastern State Capitals has led to spiralling capacity constraints resulting in lost time and productivity, reduced cost efficiency, ever-increasing traffic congestion and disrupted shipping scheduling.  Port Yamba is Australia’s most eastern seaport. Located on the main north-south trade shipping lane the route carries in excess of seventy percent (70%) of Australia’s import/export trade annually. A unique and significant piece of transport infrastructure, the ports underlying potential to become a large-scale, multi-cargo import-export facility that would provide for bulk, general cargo, Ro Ro and containerised trade, has significantly increased in recent years. The locations unique characteristics remove the significant operational and capacity constraints currently afflicting all major eastern capital city seaports. Under the YPR Plan, the port will be transformed from its limited domestic operational status into a globally significant “common-user” shipping hub capable of accepting a wide-range of vessel types ranging in size to include Post Panamax and Cape Size vessels. The port development area will utilise 36sqkm of land on Goodwood, Chatsworth and Harwood Islands. This will allow for the development of 7.2 kilometres of quay line and in excess of 5.5 million m2 of terminal space. Land-side developments will include operational and administration facilities, customs and quarantine inspection areas, under-bond warehouse facilities, container parks, railway and truck marshalling yards and environmental protection areas and buffer zones. Port Yamba will provide capacity for 4 million TEU’s and some 30-40 million tonnes of non containerised freight by 2023. TEU capacity represents 22.2% of Australia’s forecast container trade growth of 18 million TEU’s by 2050. The completion date for the integrated port-rail project is envisaged to occur in 2023

Seagrass offsets labelled a ‘sick joke’

Federal Environment Minister Tony Burke  has come under attack from environmental groups including the Gladstone Conservation Council  over his recent proposal for miners to provide environmental offsets for seagrass beds.
Mr Burke announced the proposal at the Coast to Coast conference in Brisbane last week, when he suggested mining companies could offset damage they do to seagrass, the main diet of dugong and turtles.
He said miners could offset the damage to seagrass, similar to how environmental offsets are managed on land.
But environmentalists were quick to point out inadequacies in how offsets for the loss of seagrass in Gladstone Harbour  had been handled, with one labeling it “a sick joke”.
Gladstone Conservation Council Inc expressed alarm at  “some serious inconsistencies” in the Minister’s address.
Spokesman Jan Arens said it was not clear how offsets arrangements could provide a no-net-loss outcome to the environment.
“No amount of money spent on monitoring or research compensates for physical seagrass lost.
“There are no successful case histories on land or at sea where offsets have provided a real net benefit to the environment,” he said.
“The Minister draws our attention to the important role of seagrass beds in carbon sequestration and expresses concern about the global loss of seagrass, but fails to acknowledge his contribution when he approved the Western Basin Dredging project”.
Mr Arens said 443 hectares of “the most contiguous seagrass” was lost from within the Great Barrier Reef World Heritage Area (GBRWHA). This seagrass was also within a declared Dugong Protection Area.
The Balaclava Island offset consisted of  marine flood plains and mangroves within the GBRWHA.
“It has no equivalency to the seagrass beds lost, and is already protected by world heritage listing”.
Mr Arens said the International Union for Conservation of Nature (IUCN) had “very specifically criticized the offsets” because they did not compensate for losses resulting from the developments .The UN’s  World Heritage Committee also did not support the offsets  applied to the harbour and  Curtis Island developments.
Meanwhile, a Rescue the Reef Coalition has  been established online at the Great Barrier Reef Blog (http://www.greatbarrierreef.org.au/great-barrier-reef-blog/) which contains several articles criticizing the offsets proposal and the Gladstone developments.
Environmental medicine specialist  Dr Andrew Jeremijenko who has been a long term critic of how environmental controls are applied in Gladstone Harbour, told the Telegraph yesterday that Mr Burke’s plan to use it as the model for seagrass offets was “a sick joke” as monitoring had shown how poorly Gladstone Ports Corporation  had stayed within the limits, and how poorly the limits were enforced.


“We don’t want to see another dugong mortality hotspot, arsenic-poisoned turtles and sick fish with lesions replicated in other areas of the Great Barrier Reef World Heritage Area,” Dr Jeremijenko said. 

He said Mr Burke and a succession of state environment ministers had given  the Ports Corporation approval to affect  a total 1,493 hectares of seagrass and 5,000 hectares of seabed in the harbour.

“Tony Burke had promised the chairman of GBRMPA Mr Russell Reichelt that he would ensure water quality and protect the marine life when Mr Reichelt  had expressed extreme concerns to the Federal Government about the associated dredging operation.

“The water quality monitoring has just shown how inept his department, the State Goverment and the GPC are at staying within the water quality limits,” Dr Jeremijenko  said.

He claimed the turbidity levels at several harbour monitors last week had exceeded State levels for five days and federal limits for almost seven days. The GPC had  applied for an exemption from stopping dredging, and had continued to dredge over the limits, he said.
“If Mr Burke wanted to protect the seagrass, he would start by enforcing the water quality limits that he promised in this World Heritage Area, to Mr Reichelt, to UNESCO and to Australians.
“He is almost ensuring the Great Barrier Reef will be placed on the World Heritage in Danger list, by selling parts of the World Heritage area to a bunch of miners,” Dr Jeremijenko said..
